The overall goal of UNICEF’s 2011-2016 Country Programme is to support the Government of the DPRK in enhancing self-sustaining national capacities so that all children in the country enjoy their rights for survival, development, protection and participation, while paying special attention to disadvantaged and vulnerable groups.

In the closely integrated sectoral areas of Nutrition, Health, WASH (Water, Sanitation and Hygiene), and Education, the programme seeks to strengthen sustainable and quality service delivery through supporting policy development, strengthening the generation and effective use of data in planning, providing essential supplies, and providing technical assistance at the national and sub-national levels.

The programme also seeks to enhance the development of a national policy environment conducive for children through advocacy, to strengthen the technical capacity of key ministries, to build strategic alliances with organizations, such as Global Funds for AIDS, TB and Malaria (GFATM) and Global Vaccine Alliance (GAVI), and to adopt innovative communication for development strategies promoting critical behavioral practices.

UNICEF also plays its mandated normative role, as per the Convention on the Rights of the Child, and encourages and supports the DPRK Government to progressively realize child rights and to address the child related UPR recommendations accepted by the Government.
